Head coach of Belarus ice hockey team Kari Heikkila at a press conference after losing to the Team of Slovakia, which undermined the last hope of reaching the quarterfinals of the 76th world championship, lamented the swings in the game of his players and promised that they would try to win in the remaining two matches against the French and the Canadians squad.

Slovakia - Belarus - 5:1 (1:0, 4:1, 0:0)

Belarus: Koval (87.5% reflected throws); D.Korobov - V.Denisov (captain), Ugarov - Grabowski - Andrei Stepanov, Goroshko - Kostyuchenok, A.Kostitsyn - Kalyuzhny - S.Kostitsyn; Stasenko - Chernook, Kovyrshin - A.Stas - Koltsov - Kitaro - Meleshko, Graborenko.

Goals: 1:0 - Sequera (Baranka, Gandzush, 6.45), 2:0 - Radivojevic (Sequera, 23-16), 3-0 - Miklik (Yu.Mikush, Tatar, 24.58), 4-0 - Kopecky (Radivojevic, 25.48 ), 5-0 - Yu.Mikush (Tatar, Miklik, 26.56), 5:1 - Kalyuzhny (A.Kostitsyn, S.Kostitsyn, 34.36, in the majority).

Kovyrshin (Belarus) did not hit free throw (36.17).

Throws: 40-31 (13.09, 12.15, 12-10). Free throws: 18 (Suvorovy - 12, Baranka, Granyak, Bartovich) - 8 (Kostyuchenok, S.Kostitsyn, V.Denisov, A.Kostitsyn).

Arriving of brothers Andrei and Sergei Kostitsyn from overseas has caused another reshuffle of all forwards of Belarus team. The defense have remained unchanged, but the goalkeeper team (because of the demarche of a veteran Andrei Mezin, who had voluntarily left the location of the team after the defeat to the United States (3:5)) was reduced to two people - Vitali Koval who strained his back recently and Dmitrii Milchakov lacking experience of playing at the world championships, said Belta.

The first period offered little hope for a favorable outcome of the game, although the Belarusians have missed only once in the starting 20 minutes. On the 7th minute Andrei Kostitsyn could not prevent the Slovakian defender Andrew Secker from the blue line and the puck flew into the gate of Vitali Koval. A special team in the majority consisting of the Kostitsyns and Alexei Kalyuzhny, Mikhail Grabovski and Roman Graborenko left a painful impression. They could not even gain a foothold in a strange zone.

In the second period, Kari Heikkila began to shuffle players. But it has led to more deplorable consequences. In the period of three and a half minutes, the Slovaks almost without encountering opposition scored 4 more goals.

On the 35th minute, Alexei Kalyuzhny slightly reduced the gap in the score. And after 41 seconds, Eugene Kovyrshin got a free throw. But the Belarus forward failed to beat the goalkeeper John Laco.

In the third period, Slovaks quietly were keeping the advantage of 4 goals and were mentally preparing for tomorrow’s clash with the Swiss, which will be key for them in the struggle for the quarterfinals. Belarusians will have to fight for the 5th place in their group and will try to get into the top ten best teams in the World Cup.

It was the 20th match in the history of relations between national teams of Belarus and Slovakia. The Belarusians won in six matches, one match ended in a draw and 13 times the success was on the side of the Slovaks (total difference 30-56).

The team of Belarus will hold two remaining matches of the preliminary stage with France (May 14) and Canada (May 15). But the chance to get to the quarter-finals - the main task of the Belarusian team at this World Cup - is completely lost.

In previous matches of the current world championship, the team of Belarus lost to teams of Finland (0-1) and Switzerland (2-3), won Kazakhstan (3-2) and lost to the U.S. (3:5).

This opinion was expressed by a well-known nuclear physicist, professor, George Lepin Doctor of Engineering Science .

The scientist is convinced that nuclear reactors are not built in today’s world for peaceful purposes. Just the phrase “peaceful atom” is lulling people, and masking the true goal. In the run-up to the 26th anniversary of the Chernobyl tragedy, the professor shared his findings on the causes, consequences, solutions and Lukashenko’s decision to build Ostrovets nuclear power plant.

There are two myths about nuclear power, says George Lepin, first, the concept of peaceful nuclear energy, which does not simply exist, is well-implanted, and secondly, the information about safety of modern nuclear power plants is wide-spread.

There are no safe nuclear power plants. There is no “peaceful atom” either.

“The reason is simple: the nuclear industry has a lot of money. And, taking advantage of the broad support of the state, they convince us in many books, articles, television and radio broadcasts how good and useful the nuclear power plants are. They also ignore troubles connected with it, avoid talking about their mistakes and miscalculations, dangerous influence of the nuclear industry on wildlife and mankind.

As for environmental security, there is no environmentally sound type of nuclear reactor in the world. Nuclear energy is a high risk-technology. The danger of nuclear incidents at the nuclear power plants is 15 times higher than at heat electro-power station on natural gas”.

For others to fear

“Construction of the first and second nuclear power plant in Belarus are presented as political solutions. Although a station is a household object. The object must produce something, and something has to be used in the economy. Therefore, saying that this is a political decision is indecent.

There are no economic grounds for the construction of nuclear power plant in Belarus, we do not have such a need for electricity. And if it were, it would be easy to solve the problem modernizing thermal power plants. In Belarus, all thermal power plants, except for one in Orsha, are not modernized, old technology is used there. And when the Orsha nuclear power plant was transferred to the new combined-cycle technology - and then the performance increased by 40% and prime cost fell by the same amount. The modernization of the thermal power plant would have cost 5-10 times cheaper than the construction of a nuclear power plant and, therefore, with much less expenses, in a very short period of time: no more than 2 years are needed for modernization, and the construction of nuclear power plant will take at least 10-15 years.

According to all indications, the modernization of nuclear power plant is incomparably more profitable.

Hence, the reason lies elsewhere. And the solution is really political. I think our head wanted to show how strong he is. Demonstrations..”

Why does nuclear power plant show the power?

Because “This is the first step towards the creation of atomic weapon. Dirty bomb is a conventional explosive, with spent reactor fuel. And then, after explosion, the isotopes are scattered over a vast area and the area disappears. This bomb is worse than the usual atomic.
And to demonstrate the hidden threat, Belarus is getting into debt, borrow, and it has nothing to pay it back. We do not have people with experience in designing, controlling it all. We do not have the builders of such a level as it is required. It’s all nonsense to employ students after graduation. To be an efficient specialist, a person must work at least 10 years in this area.

George Lepin’s Forecast

“I am confident that Belarus will not build its first nuclear power plant, and it is needless to say about the second and third.

The sad experience of the Chernobyl accident showed that the scale of the consequences of a nuclear accident is such that the only country’s economic potential is insufficient to ensure the protection of the population from the radiation. The Chernobyl accident has led the people of Belarus to severe losses, and any additional radiation and contamination of the territory of the republic, associated with nuclear power plant, is capable of making these losses and the consequences catastrophically irreversible”.

March 6, Alexander Lukashenko received the Chairman of the National Bank of Belarus Nadezhda Ermakova, reports the press service of the state.

As noted by Lukashenko, in general situation in the financial market of Belarus is calm.

“Progress on the refinancing rate was made. This is good, the trend is normal, and we are convinced, as reported by the government, that these steps are in the right direction. We will act in this direction - said Lukashenko. - The refinancing rate should be lowered so that the economy could get cheaper money. We need it. Bankers who work directly with real sector, say that we really have to reduce the refinancing rate so that the loans were more available”.

At the meeting they also discussed the issue of inflation. “The government reports me that the prices for some products have gone down. Inflation is associated with the regulation of prices. These are administrative regulations - said the head of state. - and it is also good, because the market inflation, where prices depend purely on supply and demand, tends to fall. Maybe we do not need this fall. We have to stabilize at this level and pull up the income of citizens to it, and in this regard, we have a good trend”.

As reported by Nadezhda Ermakova, there is a serious stabilization in the foreign exchange and financial markets and in the banking system in general.

In regard to reducing the refinancing rate, the head of the National Bank stated that that had happened primarily due to inflation lowering. This is also contributed to the reduction of unnecessary money in circulation, normalization of the situation on the foreign exchange market, the natural decline in prices for some products.

Reduction of excessive money in circulation, normalization of the situation on the foreign exchange market, the natural decline in prices for some goods also contributed to this.

“Of course, there is an administrative resource that constrains prices. This is also a normal situation, because each country regulates certain prices, particularly for socially important goods or services”, - said Ermakova, noting that the refinancing rate should remain positive as compared to inflation.

“We are not going to drastically reduce the refinancing rate. And at the same time, we reserve the right, if something changes in prices or inflation, to raise the refinancing rate. But today the situation is such that it is reducing,” - stated the head of the National Bank.

There is such a figure in the feasibility study of the construction of Sino-Belarusian Industrial. But the Ministry of Economy refutes it.

The number of 600,000 Chinese who must be accommodated at the Smolevichi in the near future and who will build the industrial park there, seemed strange to Euroradio.

The Ministry of Economy, however, says that such information exists. But it should not be taken seriously.

600,000 workers is just a suggestion mentioned in the feasibility study of Chinese party, explains the head of the main investments of the Ministry of Economy Cyril Koroteev:

“This was a project pre-feasibility study. 600,000 employees are a preliminary figure, which was counted more than a year ago with no binding to the terrain, no detailed large-scale calculations. In fact, it is a highly approximate figure. You should not take it seriously”.

This feasibility study is not for journalists because “it is confidential”. And before the announcement of numbers, it is necessary to assess the terrain first.

Koroteev Cyril: “When we assess the terrain - aerial photography, geodetic work. When we get down to the draft. When it is clear where it should be built, distance from forests and village area … Then it will be possible to calculate free areas, which part the enterprises or houses will take - then we can call the numbers”.

Belarus and China start the joint construction of the Industrial Park in Smolevichi.

According to the calculations of Chinese party, the estimated project cost is $ 30 billion. The draft presidential decree “On Sino-Belarusian industrial park” can be found on the Internet.

“Clearly, it has nothing over-revolutionary, like - to evict all! Which the locals feared …” - says ERB activist “Tell the Truth” Mikhail Pashkevich. He helps Smolevichi residents to defend their rights.

Local people fear that there will be even more than 600,000 Chinese people.

Mikhail Pashkevich: “And the locals figured that if a Chinese has a wife and a child - then it is not 600 thousand Chinese, but at least 1.5 million. This is such an emotional approach”.

It is entirely possible that only Chinese will work in the park.

Mikhail Pashkevich: “We see now in Beryoza or Novolukoml … Chinese business has its rules: the maximum use of Chinese source - working, etc. I would not be surprised if the full working capacity will be presented only by Chinese workers. About one million citizens regularly go to work in other countries”.

ERB has found out why, in the case of a nuclear power plant construction in Belarus, they first decided on the technical details and then signed an agreement … But here the agreement came first, and only then - technical details! The Ministry of Economy explained us the difference:

“A nuclear power plant was a specific object. Here we simply create a regime of economic management - here is a defined area, where we will create the administration, some mechanism of preferential management, control mechanism … That is a groundwork. After that our side and Chinese side begin to prepare the project, spend money, which then will be subjected to discussion, calculations … maybe then it will require a decision, certain regulations” - says the head of the main investments of the Ministry of economy Cyril Koroteev.

On January 7 this year, the law of the Republic of Belarus “On ratification of Agreement between the Government of the Republic of Belarus and the Government of the People’s Republic of China on Sino-Russian industrial park” was brought into force.

Moscow, Minsk and Astana instructed to explore the possibility of facilitating the visa and passport control in member countries of the Customs Union, as well as its gradual abolition.

Russia, Belarus and Kazakhstan can begin to cancel the passport-visa regime on their borders as part of a Common Economic Space (CES).

Customs Committee in collaboration with the competent government authorities of the parties were asked to “consider the unification of visa and passport control in the Member States of the Customs Union (CU) and its gradual abolition in the common state border” - says the document adopted at the end of the meeting last week and published on December 13.

Executive secretary of the Customs Committee Sergei Glazyev emphasized the practicability of the passport control cancellation at international borders of the Customs Union and the preparation of the international treaty, “which also includes the unification of the visa regime and the creation of a single customs territory of the zone of free movement of citizens with a unified information system”.

As indicated by Interfax news agency, Glazyev also noted that after the cancellation of the customs declaration within the Customs Service, the tightening of border control is noted in a number of checkpoints on the Russian-Kazakh border.

Therefore, according to the executive secretary of the Customs Committee, it is necessary to consider the simplifying border control at the checkpoints on the border between Russia and Kazakhstan.

Agreement on legal assistance and cooperation of customs authorities of the states - members of the Customs Union on criminal cases and cases of administrative violations was signed in Astana on July 5, 2010.

Signing of the Agreement is caused by the need of the legal framework of the Customs Union within the Eurasian Economic Community, taking into account the economic integration of the Russian Federation, Belarus and Kazakhstan.

The agreement defines the forms of cooperation between the customs authorities in order to solve crimes, bring those persons to criminal and administrative liability for violation of customs laws and customs union legislation of the Parties, as well as the procedure for sending requests and orders by the customs authorities on cases of administrative violations, taking into account peculiarities of the administrative proceedings.

Without a doubt, this will affect positively the economy, as well as its industry (metal forming, chemical industry etc).

Additionally, there will be created a joint publication of teaching materials by the customs authorities of the states - members of the Customs Union, concerning the enforcement of administrative offenses, as well as training of customs officers and improvement of their skills.

Belarus abolished state regulation of retail prices to reduce budget expenditures and demonstrate its loyalty to their main lender - International Monetary Fund. Deregulation may cause price increases and a second wave of devaluation.

The Belarusian Ministry of Economic Affairs has decided this October 28, 2009 no longer regulate the prices of all goods, except for 50 socially important (pork, beef, sour cream, cottage cheese, bread, beets, onions, potatoes, etc.). Currently Belarusian state regulators set maximum allowances trade at 30-60% of the value of the goods from the manufacturer. Once the decision to the Ministry of Economy will enter into force, retailers will be able to install surcharge at its discretion.

“The refusal of state regulation of retail prices was predictable measure - says Kirill Koktysh of the Association of Political Experts and consultants. - The fact that in the first quarter of 2009 export earnings fell by 51%. But it is unlikely the situation has changed. This is income from exports form 75% of the budget of Belarus, so that loss of half of exports means an automatic loss of one third of the budget. And with emaciated state budget can not continue to subsidize social programs and maintain prices at the right level.

According Koktysh, to solve this problem only through loans is impossible. “All the more we will have to give back the loans, - the expert emphasizes. - Accordingly, the government was forced to cut public spending, in particular, by refusing to price controls, it means to cut social programs. ”

In addition, deregulation of prices has long been urged the International Monetary Fund (IMF), which since January this year, lists the money as part of Belarus stabilization loan of $ 2.5 billion

Nevertheless, the authorities still somewhat weakened control over economic processes. For example, the tax system and administrative procedures. In addition, the Belarus government has postponed the reform of value added tax, which would increase the VAT rate from 18% to 22%. Since the beginning of July, the Government lifted the state regulation of prices for essential services (laundry, dry cleaning, hairdressing, photography), as well as some food products (mainly dairy and bakery products).

Establishment of the Customs Union of Russia, Belarus and Kazakhstan has passed the final stage: at the end of November, the parties plan to sign the contract. After that countries will be shared almost everything: the Customs Code, the external borders and even import duties on foreign cars, which intends to seek unification of Moscow.

The package of documents on the establishment of the Customs Union heads of Russia, Belarus and Kazakhstan will be signed on 27 November in Minsk. According to Deputy Foreign Minister of Belarus Igor Petrishenko, we are talking about a single Customs Code, a single tariff for imports and the list of goods to which restrictions would apply to the importation or exportation.

According to plans, from 1 January 2010 on the border of Russia and Belarus wont be customs control. From 1 July 2011 will disappear the border with Kazakhstan. The end of 2010 Kazakhstan has finished equipping its border to the south: the lack of demarcation in many parts of the external borders of that country is Russia’s concern.

Major issues to establish the Customs Union resolved, said the Vedomosti governmental official, adding that “work” boils “: on October 21 commission meeting scheduled Union - need to take an enormous amount of regulations.

Duties on foreign cars

The introduction in 2010, a unified customs tariff, according to Deputy Minister of Economic Development Andrei Slepnev, will reduce average tariffs on imports to Russia of about 1%. True, for example, import duties on foreign cars will be aligned at the level of Russia. The fact that Russia insists on the high import duties on cars, said commission chairman and the Interparliamentary Assembly of the Eurasian Economic Community Anatoly Vaskov. “Fees duties must maintain its manufacturer. For Russia it is very important,” - he said. The question of duties on cars is a problem since the inception of the Russia-Belarus Union in the mid-nineties. Because, unlike Russia, Belarus does not produce cars, then in this regard the interests of Minsk and Moscow differ.

Now on the new car import tax in Russia is 30%, but no less than 1,2-2,8 Euro per 1 cu. cm of the engine. By car 3-5 years - 35%, but no less than 1,2-2,8 Euro per 1 cu. cm, over five years - 2,5-5,8 Euro per 1 cu. See in Belarus and Kazakhstan duties below, said Officer Ministry of Economic Development. According to him, is not out of a transitional period, when each state will maintain its bets on foreign cars.

Establishment of the Customs Union in trade relations between Russia, Kazakhstan and Belarus global changes nothing: with these countries and acts as a free trade zone, experts say, which refer to “Vedomosti”. Political analysts note that the actual integration processes in Russia have never been particularly valuable.
